Relating to amending certain laws pertaining to the liability of railroads and other carriers and providing that the carriers shall not be liable as at common law for loss, damage or injury to goods, wares and merchandise when transported on rates dependent upon a value declared in writing by the shipper or agreed upon in writing as the released value of the goods when authorized or required by order of the Railroad Commission.
