Relating to making unlawful any discrimination against any citizen of the United States by the State or any political subdivision of the State or any person purporting to act on behalf of or under the authority of the State of Texas or any of its political subdivisions because of race, creed, color, national origin, or sex; providing for enforcement and providing for the creation of a Civil Rights Division in the office of the Attorney General.
