Relating to amending certain acts so as to provide for the authorization, issuance and sale of bonds so as provide funds to call, redeem, and pay off outstanding bonds so as to eliminate the tolls, pledges of revenues, and covenants pertaining to the outstanding bonds, and the bridge facilities and make such bridge facilities available for free use by the public.
