Relating to amending certain statutes providing for an increase in the fees for the filing of delayed certificates of birth; for certified copies of vital records issued by the State Registrar and for searching the files of the State Bureau of Vital Statistics; for the filing of new birth certificates based on adoption, legitimation, and paternity determination; and for the filing of amendments to birth certificates based on court orders of change of name; providing an effective date.
