Relating to redefining powers of Commission on Law Enforcement Officers Standards and Education to include authority to certify persons qualified to be peace officers and law enforcement instructors, and institution and facilities for peace officer training; adding to Commission the Commissioner of Higher Education of the Coordinating Board, Texas College and University System; setting penalty for acting as or appointing peace officer in violation of this Act.
