Relating to establishing standards of conduct of officers and employees of state agencies, legislators and legislative employees in the area of possible conflict between their private interests and official duties; establishing penalties for malfeasance; establishing a Joint Legislative Ethics Committee; setting rules for its formation, procedure, nature and scope of investigation, funding, powers, filing of complaints, hearings, records and decisions; and providing for advisory opinions.
