Relating to authorizing the State Department of Public Welfare to extend by rule and regulation the full range of programs and scope of services provided for under the Federal laws as they now read or as they may hereafter be amended and any rules or regulations promulgated pursuant thereto; authorizing the Department to enter into agreements to implement these programs and services; authorizing the Department to accept funds from public and private sources, expend and/or transfer such funds; deleting the specific divisions within the Department and authorizing the Commissioner to create such divisions as are appropriate; amending the residence requirements for applicants for Aid to the Blind, Aid to the Permanently and Totally Disables, Aid to Families with Dependent Children and Old Age Assistance; fixing an effective date.
