Relating to authorizing the Tarrant County Commissioners Court and the El Paso County Commissioners Court to contract with political subdivisions for the performance of governmental services and authorizing political subdivisions in Tarrant County to contract with Tarrant County and/or with each other for such services; and authorizing political subdivisions in El Paso County to contract with El Paso County and/or with each other for such services; providing terms and conditions for such contracts.
