Relating to establishing the boundaries of the Benbrook Water and Sewer Authority as those of the City of Benbrook existed on February 1, 1969; providing means of annexing additional territory to the authority and also providing that the election of directors shall be held on the first Saturday in April of each year beginning in 1970.
