Proposing amendment to the Constitution of the State of Texas, relating to the classification of proceeds from a certain transactions value tax, providing that the Legislature of the State of Texas may enact enabling legislation consistent with the definitions of "Transaction Value Tax," providing that there be a limit as to the percentage amount of tax collected on any transaction, placing a collection limit percentage on future enactment or re-enactments of the taxes imposed, and apportioning monies derived from enactment of transactions value tax among the several funds.
