Relating to the power of the Railroad Commission of Texas to adopt and enforce safety standards and practices applicable to the transportation by pipeline of certain substances and to certain pipeline facilities, the provision of severance tax credits and exemptions and other incentives and procedures for producing oil or gas from certain wells or plugging wells, and the procedure for computing severance taxes in connection with certain gas sales; imposing an administrative penalty.

Remarks: Except as provided by Subsection (b) of this section, this Act takes effect September 1, 2005. (b) Sections 81.116(d), 81.117(d), 89.044, 91.112(a), 89.047 and 89.048, Natural Resources Code, takes effect January 1, 2006. Sections 201.053, 201.058(a), 202.052(c), 202.060, Tax Code, takes effect January 1, 2006.
