Authorizing the State Department of Public Welfare to institute and administer a program of State grants in the aid to local agencies providing programs of child care to children deemed eligible therefor by the Department; authorizing the Department to enter into any agreements or contracts necessary to carry out the provisions of this Act; authorizing the Department to allocate appropriated funds to local agencies on a matching fund basis to carry out the provisions of this Act; making an appropriation; providing for periodic evaluation of grantee performance; providing a repealing clause, a savings clause.
