Amending Section 2 of the Lower Colorado River Authority Act, Chapter 7, Acts of the 43rd Legislature, 4th Called Session, 1934, as amended (Article 8280-107, Vernon's Texas Civil Statutes) to authorize the Board of Directors to impose reasonable fees and charges to be used for the development and maintenance of parks and recreational facilities and control and charge for the use of certain lakes and islands for commercial purposes; and declaring an emergency.
