To prohibit installation of asbestos or fiberglass lining or other insulation materials which comes into direct contact with air flow in interior of air duct systems in any building in the State; to protect the health and welfare of people of the State; to provide for penalties for violation of the Act; containing a savings clause; containing a severability clause; and declaring an emergency.
