Providing that the provisions of Title 63 shall not apply to construction in any city or town which has adopted a nationally recognized model building code; providing that construction completed in accordance with the nationally recognized model building code shall be deemed to comply with Title 63; providing for severability; repealing all laws or parts of laws in conflict herewith.
