Defining the terms "governing authority", "governing authorities", and "governing body" so as to include boards of trustees given authority by city ordinances to manage and control certain municipal utility systems and to purchase and condemn property for additions to such utility systems; validating all city ordinances which authorize boards of trustees to purchase and condemn such property.
