Relating to the period of suspension of a driver's license on conviction of certain offenses; relating to automatic suspension of a driver's license, the surrender of licenses on conviction, and the reporting of convictions to the Department of Public Safety; authorizing the court to restrict the operation of a motor vehicle of a person convicted of certain offenses and providing for the issuance of a restricted license in such a case; requiring proof of a valid policy of automobile liability insurance; defining an offense; creating a penalty.
