Relating to alcoholism and intoxication; providing for the establishment of a program for prevention and treatment of alcohol abuse and alcoholism; providing certain admission and commitment procedures to treatment centers and for certain procedures for release; establishing the Texas Commission on Alcoholism; providing for its organization, repsonsibilities, powers, and duties; providing for payment of certain expense; providing for regulation of treatment facilities; prescribing certain rights of alcoholics and intoxicated persons; providing certain duties of peace officers; providing procedures for hearings and appeals in cases of involuntary commitment or recommitment; removing certain criminal sanctions; providing an effective date.
