Proposing an amendment to Article III of the Constitution of the State of Texas by adding a new section, requiring all bills passed by the Legislature on and after January 1, 1945, appropriating money for any purpose, to be sent to the Comptroller of Public Accounts for his approval, and fixing the duties of the Comptroller with reference thereto.

Proposition For the Amendment to the Constitution of the State of Texas, requiring appropriation bills passed by the Legislature to be presented to and certified by the Comptroller of Public Accounts as to available funds for payment thereof, limiting appropriations to the total of such available funds, providing for issuance of bonds to pay off State obligations outstanding September 1, 1943, and fixing the duties of the Legislature and the Comptroller of Public Accounts with reference thereto.
