Proposition For the Amendment to the State Constitution providing that property shall never be assessed for taxes at more than its fair cash market value, and providing that in order to encourage the prompt payment of ad valorem taxes, the Legislature shall have the power to permit a discount for the payment of same before they become delinquent.
