Relating to provisions making restitution mandatory for a juvenile, parent, custodian, or guardian when a juvenile is found to have engaged in delinquent conduct or conduct indicating a need for supervision in an adjudicated hearing for offenses involving crimes against property; and creating a victim-offender mediation program in the juvenile justice system.
