Relating to the reorganization of the Dallas County Municipal Utility District No. 1 and its continuation as a district operating under this Act; providing for a change of name of the district to "Dallas County Utility and Reclamation District"; prescribing the rights, powers, duties and functions of the district, including the continued power to issue bonds and levy taxes; prescribing and validating the boundaries of the district; providing for the continuation of outstanding obligations; granting certain additional intra-district transportation powers, subject to certain conditions; requiring certain specific approvals of the City of Irving prior to the issuance of bonds for certain purposes or to engage in certain activities; authorizing the issuance of previously voted bonds and the levy of previously voted taxes without further elections; giving the City of Irving the power to dissolve the district under applicable laws; validating prior elections and other actions and contracts of the district; making findings as to compliance with requirements of Article XVI, Section 59(d), Texas Constitution; providing a severability cause; providing an effective date, and declaring an emergency.
