Insurance Code, the Texas Property and Casualty Insurance Guaranty Act, as amended, to provide for the payment of that portion of the expenses of administration incurred in the processing and payment of claims against the receivership or conservatorship estate as a "covered claim" under certain circumstances; declaring the Act severable; and declaring an emergency.
