Relating to the licensing, acquisition, construction, maintenance, operation, and financing of deepwater port facilities as defined in the Act; creating a Deepwater Port Authority as an agency of the state pursuant to Article XVI, Section 59, Subsection (a), Texas Constitution; and providing for its membership, organization, powers, duties, functions, and obligations; giving certain powers to the governor; providing for the protection of the environment; making certain provisions as to state-owned water bottoms; making provisions regarding imposing liability or financial obligations on the state for the use of state funds or pledging credit of the state; making an appropriation.
