SB 18, 64th R.S.
Relating to providing group life, accident, and health insurance on state employees as defined in the Act; authorizing the trustee to provide protection against loss of salary and other coverages; designating this Act as the "Texas Employees Uniform Group Insurance Benefits Act"; defining terms; stating legislative purposes and policies; vesting authority in a State Board of Trustees as designated therein to implement, administer, and carry out the purposes of the Act; providing certain powers, duties, and responsibilities of such board and the State Board of Insurance; authorizing certain specifications, procedures, and practices in regard to providing insurance coverages and benefits; creating the Group Insurance Advisory Committee and providing for its membership and duties and payment of expenses; creating the Employees Life, Accident and Health Insurance and Benefits Fund; authorizing coverage for dependents; excepting certain employees from provisions of the Act for a period of time; providing certain regulations as to and qualifications of insurance carriers; placing certain duties on carriers; providing for competitive bidding by carriers; protecting the fund created by this Act and interests of insureds against execution, attachment, or garnishment or other process and forbidding assignment; providing order of precedence and escheat provisions in regard to death claims; specifying the sources for payment of premiums and providing for allocation and appropriation of the contribution by the state; providing for coverage of the surviving spouse and dependents of an employee or retiree under certain circumstances; providing a repealing clause; providing an effective date and transition procedures; making the provisions of this Act severable.
