Creating and establishing a conservation and reclamation district to be known as Wise County Municipal Utility District Number 1 notwithstanding the provisions of general laws relating to consent by political subdivisions for the creation of conservation and reclamation districts or municipal utility districts; declaring the district a governmental agency and body politic and corporate; defining the boundaries; finding that the boundaries of the district form a closure; finding that all property within the district will be benefited thereby; conferring rights, powers, privileges, authorities and functions upon the district; making those provisions of the general law applicable to municipal utility districts which are not consistent with this Act, applicable to said district; constituting a board of directors; enacting other provisions relating the the aforementioned subject; providing a severability clause.
