Creating the Texas Housing Finance Corporation; providing for its organization; defining the powers and duties of the corporation establishing a Housing Development Fund and authorizing the issuance of fund notes; authorizing State agencies to contract with the corporation; authorizing and regulating the issuance of notes and bonds by the corporation to assist in the financing of housing for low and moderate income families; providing for preservation of rights and bondholders by State pledge; providing for exemption from taxation; and declaring an emergency.
