Monitor the implementation of HB 907, 86th R.S., relating to the regulation of APOs by the Texas Commission on Environmental Quality. Examine the results of the increased frequency of inspections for these operations, including the nature of any notices of violation or enforcement actions, the number of annual inspections conducted on all APOs, and the overall rate of compliance of the APO industry. Examine the inspection processes, including all potential regulations (air, water, and waste) that may be involved in an APO investigation and determine if those inspections adequately cover all applicable environmental state and federal requirements.
