Relating to the continuation, operations, personnel, and the powers and duties of the Texas Department of Community Affairs, to the duties of the executive director, and to the establishment, membership, terms, grounds for removal, and powers and duties of the Advisory Council on Community Affairs; establishing a community development review committee to review applications and make recommendations; creating an office to be known as Energy Services Program for Low-Income People to administer certain programs; authorizing funding of certain state parks; requiring an audit.
