Creating the County Court at Law No. 2 of Hidalgo County; providing for its terms, jurisdiction, and procedures; adjusting the jurisdiction between the various courts; providing for exchange of benches and for administration of cases and dockets between the courts; fixing the qualifications of the judge and providing for his election or appointment, his term, compensation, and his powers and duties; providing for the appointment or election of a special judge; providing for the necessary officers and employees and for juries.
