Relating to the creation, establishment, operation, expense, and dissolution of a sheriff's department civil service system in certain counties; providing for certain exemptions; giving the chief deputy or major deputy certain rights as to position on change of sheriff; making the system the exclusive civil service system in the department; providing for judicial review.
