Establishing certain rights, duties, obligations and remedies of residential landlords and tenants in regard to tenants' security deposits and rental agreements; granting persons eighteen years of age and older the right to enter into binding residential rental agreements and security deposit agreements; prescribing certain rules of evidence in actions brought under this Act; making certain provisions relating to change of ownership; repealing inconsistent laws; providing an effective date.
