Reaffirming the original purpose of rural electric cooperatives; relating to the ability of rural electric cooperatives to provide electric utility service to areas where central station service is available; delineating the authority of the Public Utility Commission of Texas over the provision of electric utility service by rural electric cooperatives in areas where central station service is available; amending art. 1446c and art. 1528b, V.A.T.S. and declaring an emergency.
