Relating to the testimony or statement in certain civil and criminal proceedings of a child who is a victim of alleged sexual or other abuse or offense, to special procedures for the taking of such testimony or statement, to taking into possession, without a court order, children who are believed to be victims of child abuse, and to the appointment of attorneys ad litem.
