Relating to the adoption of the Interstate Mining Compact and the creation of the Interstate Mining Commission and the Texas Mining Council; providing for the cooperation among the party states in regard to mining and conservation practices; providing for the membership, organization, powers, duties, and procedures for operation of the commission and the council; providing for payment of expenses of members; providing for advisory committees; providing for financing; stating the relationship of the Act to laws of the party states; authorizing participation in retirement programs and benefits; providing a severability clause and time at which the compact becomes effective; authorizing withdrawal by a party state.
