Relating to authorizing the Board of Regents of The University of Texas to improve the facilities of the Institute of Marine Science, Port Aransas, Texas, by constructing and equipping a Research Building and by acquiring by gift, purchase, or otherwise any or all of certain property at Port Aransas, Texas, for the purpose of dredging and maintaining dock facilities for university-owned boats.
