Relating to providing for the registration of copies of instruments certified by county or district clerks, prohibiting the use of certified copies of instruments filed with county or district clerks in court proceedings unless a registration number appears thereon; providing an operative date; prohibiting subsequent recordation of an instrument certified by not registered.
