Relating to authorizing and directing County Clerks in counties of six hundred thousand (600,000) population, or more, according to the last preceding Federal Census, to destroy chattel mortgage and chattel mortgage records after the expiration of ten (10) years, unless an affidavit of unpaid indebtedness is filed.
