Relating to authorizing and directing the Railroad Commission of the State of Texas to promulgate and adopt rules and regulations, to issue and enforce orders relating to sanitation, health and adequate shelter of Railroad Employees; to appoint an advisory committee composed of employers and employees on Texas railroads, prescribing the function of such committee, providing a penalty for the violation thereof.
