Relating to amending certain acts so as to provide for the right of appeal by any holder of a license who is affected by a rule or regulation promulgated by the Railroad Commission of Texas where such rule or regulation is unnecessary, unreasonable, or impracticable in accomplishing the purposes of said Act or is discriminatory, or unjust.
