HB 296, 36th R.S.
Relating to amending certain titles of the Code of Criminal Procedure by providing that in all capital cases the county or district attorney prosecuting same may file a waiver of the death penalty, and the court may in his discretion refuse a special venire, when said waiver is filed, and in such event peremptory challenges to be ten each for state and defendant, and that jurors having conscientious scruples in regard to the infliction of the death penalty for crime shall not be disqualified as jurors.
