Relating to liens for those persons, firms or corporations who may labor, specifically fabricate material, or furnish labor or material, for any construction or repair under circumstances where a lien may be legally created; defining the meaning of certain words and terms; authorizing or requiring retainage by the owner under certain circumstances and prescribing the amount of such retainage; repealing all laws or parts of laws in conflict herewith.
