Amending the Public Utility Regulatory Act, as amended (Article 1446c, Vernon's Texas Civil Statutes), so as to provide a procedure for setting rates for certain water and sewer utilities; to provide for the amendment of the certified service areas of telecommunications utilities by the Public Utility Commission of Texas; to provide for the collection by the comptroller of public accounts of certain fees, penalties, and interest paid by utilites.
