Relating to the powers, duties, and obligations of the Sabine River Authority of Texas; and to the rights, powers and authority of cities, public agencies and other political subdivisions in regard to contracts with such district a performance of functions authorized by this Act; providing penalties for violations of rules and regulations; making finding of required notice.
