Relating to authorizing and empowering certain counties to provide safe and suitable jails for such counties by contracting with the city which is the county seat of any such county for the incarceration of such county's prisoners in, lease of or the joint operation and maintenance of the jail, jails or jail facilities owned by any such city for the mutual use of such counties and cities.
