Relating to amending a certain Act respecting the rates of tuition or registration fees to be charged by the institutions of higher education supported in whole or in part by the public funds appropriated from the State Treasury; providing for the establishment of tuition scholarships and the rules and regulations of administering same; defining resident and non-resident student classifications for the purposes of this Act; providing for certain penalties.
