Relating to clarifying the Workmen's Compensation Law by adding an exemption for persons commonly known as "newsboys" engaged in the vending, selling or offering for sale or delivering directly to the general public newspapers, magazines or periodicals, or acting as sales agents or distributors of or for any such newspapers, magazines or periodicals from the provisions of the Workmen's Compensation Law.
