Relating to abolishing the plea of Contributory Negligence as a complete defense; substituting the rule of Comparative Negligence therefor, except in certain cases; providing that in case of counterclaim there shall be no right of setoff in the judgment entered, and that neither party shall be entitled to garnish, attach or levy upon amounts of such judgment paid or payable by any person, firm or corporation contractually liable therefor.
