Relating to creating a Conservation District comprising certain territory contained within Harris County, Texas, without power of taxation, for the purpose of providing a source of water supply for municipal, domestic and industrial use and processing, transporting and distributing the same and to purchase or acquire existing water systems, and to purchase, acquire or construct additions, extensions or improvements thereto, and to purchase, acquire or construct sanitary sewer systems, and to purchase, acquire or construct additions, extensions or improvements thereto.
