Relating to creating the Lower Rio Grande Commission of the State of Texas; providing for a Commission to be composed of three (3) members, to be appointed by the Governor, with the advice and consent of the Senate, setting out their qualifications, tenure, organization, salary and duties, making provisions for appointment of a secretary, hydrographers, engineers, lawyers, and other employees to aid in the accomplishment of the purposes of the Commission.
